Fixes:
- Configuration Manager misread the password for the certificate
- After moving an element to another package, it doesn't get updated and this bothers Composite
- If two objects were linked by an implementation, the shared tagged values could not be seen

- Proper licensing is now needed to display buttons in the tree for view and add view, XMIExchange, edit and publish
- Fixed a bug where the icon for internal artifacts was not displayed on diagrams published via URL for direct access and could not be downloaded
Known errors:
- If a user is in a repository, permissions prohibited them from switching to repository management in portal management. Just switch to user management and click on repository management again.
